Defined as: Companies and other entities that knowingly produce or supply white phosphorus specifically for an identified military smoke, obscurant, signalling, marking, or illumination munition or programme. Generic industrial supply is insufficient.

Development, Engineering, or Integration of White Phosphorus Smoke Systems
Defined as: Companies and other entities that research, develop, engineer, test, or integrate white phosphorus smoke, obscurant, signalling, marking, or illumination munitions or dedicated delivery systems.
- 04Criterion
Export, Transfer, or Distribution of White Phosphorus Smoke Munitions
Defined as: Companies and other entities that export, transfer, broker, or distribute identified white phosphorus smoke, obscurant, signalling, marking, or illumination munitions where the exact product and transaction role are established.

Product-Specific Procurement or Contracts for White Phosphorus Smoke Munitions
Defined as: Companies and other entities named in a product-specific procurement, tender, award, or delivery contract for white phosphorus smoke, obscurant, signalling, marking, or illumination munitions. Generic ammunition contracts are insufficient.

Corroborated Official or Monitoring Evidence of White Phosphorus Smoke-Munition Involvement
Defined as: Companies and other entities for which an official record, monitoring report, or reputable specialist source identifies the exact entity, qualifying white phosphorus product, and activity, supported by underlying or independent evidence. List membership alone is insufficient.

White Phosphorus Munitions Primarily Designed as Incendiary Weapons
Defined as: Companies and other entities whose qualifying white phosphorus product is primarily designed to set fire to objects or cause burn injury. That involvement is assessed under White Phosphorus Incendiary Weapons.
- 02Criterion
Non-White-Phosphorus Smoke or Obscurant Munitions
Defined as: Companies and other entities that produce smoke, obscurant, signalling, marking, or illumination munitions that do not contain white phosphorus.
- 03Criterion
Industrial or Civilian White Phosphorus Without a Military Munition End Use
Defined as: Companies and other entities that manufacture, process, sell, or transport white phosphorus for industrial, agricultural, chemical, laboratory, or other civilian uses without an identified military munition end use.

Generic Obscurant, Signalling, or Illumination Products Without a White Phosphorus Munition Nexus
Defined as: Companies and other entities that provide generic obscurant materials, smoke systems, signalling products, illumination products, or related services without an identified white phosphorus munition role.
- 05Criterion
Historical-Only White Phosphorus Smoke-Munition Involvement
Defined as: Entities with verified past development, production, assembly, sale, supply, transfer, or contract involvement in qualifying white phosphorus smoke, obscurant, signalling, marking, or illumination munitions, where reliable evidence establishes that the qualifying activity has fully ceased, been divested, transferred, dismantled, terminated, or otherwise ended and no current qualifying involvement remains. Historical-only activity does not qualify as current involvement. Preserve the historical record separately with the activity period, effective cessation or transfer date, relevant entity, product, programme, facility, or contract, and supporting evidence. Absence of recent evidence alone is not sufficient to establish cessation.

Civilian Smoke, Effects, or Training Devices Without a Qualifying White Phosphorus Munition Function
Defined as: Companies and other entities that produce smoke or visual-effect devices for entertainment, firefighting training, civilian safety, or non-weapon law-enforcement use without a qualifying white phosphorus military munition function.
